The City of Bastrop financial policies require that the Finance Department annually prepare a complete set of financial statements presented in conformity with generally accepted accounting principles (GAAP) and audited in accordance with generally accepted auditing standards by a firm of licensed certified public accountants.
The City's Comprehensive Annual Financial Report (CAFR) is audited by Singleton & Moore L.L.P., Certified Public Accountants and Consultants, as required by the City Charter. The CAFR is prepared based upon those audited reports. The goal of the independent audit is to provide reasonable assurance that the City's financial statements are free of material misstatement.
The independent audit involved:
1) examining evidence, on a test basis, supporting the amounts and disclosures in the financial statements;
2) assessing the accounting principles used and significant estimates made by management; and
3) evaluating the overall financial statements presentation.
